Department of Public Social Services Statement on Cash Assistance Program For Immigrants (CAPI)

The Cash Assistance Program for Immigrants (CAPI) is 100% funded by the State of California and is administered by local governments, such as Los Angeles County and many of the other 57 counties in the State.

CAPI was established by the State of California after the Personal Responsibility and Work Opportunity Act (PRWORA), signed into law in 1996, made immigrants ineligible for federally funded Supplemental Security Income (SSI) benefits. No federal funding is utilized for CAPI.

Currently, approximately 9,700 individuals are receiving CAPI benefits in Los Angeles County, receiving an average of $1,077 per month in support. Last year, the County received $108,560,000 in State funding to administer CAPI.
