LA County Releases Draft Plan for an Interconnected Greenway Network in the San Gabriel Valley

LOS ANGELES (March 27, 2025)—Los Angeles County Public Works has released the San Gabriel Valley Greenway Network Strategic Implementation Plan for public review and feedback—a critical next step in transforming 130 miles of flood control right-of-way into a world-class greenway network.

The SGV Greenway Network Plan aligns regional and state goals to enhance local connections to mass transit, schools, jobs, and other key destinations. It is designed to enhance mobility, increase recreational opportunities, reduce greenhouse gas emissions, and integrate stormwater capture and water management solutions. Additionally, the draft Plan prioritizes equitable funding strategies to advance environmental justice outcomes.

“By releasing the draft of the SGV Greenway Network Strategic Implementation Plan, which was developed with community input, we are not just planning for green spaces, but fostering stronger, more connected neighborhoods,” said Hilda L. Solis, Los Angeles County Chair Pro Tem and Supervisor for the First District. “This project reflects my commitment to creating a sustainable, equitable future for our neighborhoods where environmental stewardship and community well-being go hand-in-hand.

“In 2017, my motion launched this plan, recognizing the potential of our flood control system to provide multi-benefits – active transportation, passive recreation, habitat enhancement, and water quality improvement,” Supervisor Solis added. “With this plan, we are taking meaningful steps to transform the San Gabriel Valley into a place where everyone can enjoy better access to beautiful nature, safer streets, and promote a stronger sense of community.”

The draft Plan engages 30 cities across the San Gabriel Valley to accelerate the development of greenway design standards and foster cooperative agreements for shovel-ready projects. It is designed to balance the creation of accessible parks and open spaces with critical flood risk management and floodplain resiliency while unlocking funding opportunities for channel-adjacent projects. The draft Plan is a visionary yet practical guide for local jurisdictions and project proponents within the SGV Greenway Network area. Rooted in community needs, it offers tools and resources to support the implementation of future projects.

Planners developed the draft over a six-year period with significant community engagement. Stakeholder input was gathered through a steering committee of 13 agencies, 8 public workshops, 18 community pop-up events, and partnerships with non-profit organizations at 71 local events. These efforts connected with thousands of LA County residents in person and achieved nearly 200,000 online impressions via email and social media.
