LA County Opens Applications for Third Cycle of High Road Training Partnership Fund with Over 7.7 Million Available for Training Grants
Applications Open September 28th and Due October 30th, 2026, at 12:00 PM PT
Los Angeles, CA – Today, the Los Angeles County Department of Economic Opportunity (DEO), with third-party administrator and partner Dalberg, opened applications for Cycle 3 of the High Road Training Partnership (HRTP) Fund, making over $7.7 million in new grant funding available for up to eight grants to expand industry-driven, worker-centered training programs throughout Los Angeles County.
The Request for Applications (RFA) is now available for qualified partnerships seeking to develop and deliver training programs aligned with HRTP principles. Funded programs will prepare underserved Los Angeles County residents for quality jobs while helping employers and industries address workforce needs through partnerships that bring together workers, labor, employers, education and training providers, and community organizations.
“LA County’s HRTP Fund is an investment in both our workforce and our region’s economic future,” said Second District Supervisor Holly J. Mitchell. “By bringing partners together, we can create training pathways that respond to real industry needs while connecting residents who have too often been left out of opportunity to quality, family-sustaining careers. This latest funding cycle builds on that work by preparing Angelenos for jobs in sectors that are shaping the future of our County.”
Cycle 3 opens up four funding opportunities focused on some of the region’s most pressing workforce, infrastructure, recovery, and economic-development priorities:
- California Assembly Bill 338 (AB 338): Supports wildfire workforce recovery, rebuilding, resilience, and workforce needs in sectors affected by the 2025 wildfires.
- Safe Clean Water Program (SCWP): Supports training for green stormwater infrastructure operations and maintenance careers that contribute to improved water quality, local water supply, and community benefits.
- Care First Community Investment (CFCI): Supports high-growth occupations and priority sectors, including industries connected to the 2028 Olympic and Paralympic Games, such as Transportation, Retail, Hospitality, Food Service, and Arts, Media, and Entertainment, as well as occupations that incorporate the ethical use of artificial intelligence.
- Public Safety Realignment Assembly Bill 109 (AB 109) and Careers for a Cause (C4C): Supports training for Angelenos with lived experience of homelessness or justice involvement, creating pathways to high-road careers in social services and homeless services.
“DEO is proud to continue to invest in the HRTP Fund and partners, new and expanding from successful implementation in Cycles 1 and 2. These new dollars advance critical social and public infrastructure while building on the HRTP principals of job quality, equity, and climate resilience, especially as we prepare for the future and major events like the 2028 Games,” shared Kelly LoBianco, Director of DEO.
Applicants must select the funding opportunity that best aligns with their proposed partnership and may submit only one application per partnership.
Applicants are encouraged to review the full RFA and application materials before submitting. A complete application must include the required application form, partnership Memoranda of Understanding or Letters of Commitment, proposed budget, logic model, and other required materials identified in the RFA. Applications must be submitted to HRTP@dalberg.com in accordance with the submission instructions.
DEO and Dalberg will also host a virtual applicant information session on October 1st, 2026, to review key RFA requirements and provide additional information to prospective applicants. Questions about the funding opportunity should be submitted to HRTP@dalberg.com with the subject line “HRTP Cycle 3 Fund – Questions.”
Applications are open beginning today, September 28, 2026, and are due Friday, October 30, 2026, at 12:00 p.m.PT.
