LOS ANGELES – September 25, 2026 — The Los Angeles County Department of Homeless Services and Housing (HSH) is terminating, for cause, its Supportive Housing Services Master Agreement with the service provider Home at Last Community Development Corporation. This termination includes the provider’s work order to provide Interim Housing Stabilization Services and follows enhanced contract monitoring that identified fiscal and administrative irregularities in the provider’s management of the County-funded homeless services program.

The action follows a review by HSH’s Contract Monitoring Unit that was initiated in August. Based on the findings of its reviews, HSH determined that termination was warranted and has referred the matter to the Los Angeles County Auditor-Controller for further review.

“Public funds dedicated to addressing homelessness must be managed responsibly, transparently, and for their intended purpose,” said Sarah Mahin, Director of the Los Angeles County Department of Homeless Services and Housing. “HSH was created, in part, to strengthen accountability and oversight across our homeless services system. When our monitoring identifies serious concerns, we will act. At the same time, our priority is ensuring that people receiving services are not adversely affected by changes in providers. We are actively managing this transition to maintain continuity of care.”

Home at Last has operated an Interim Housing Stabilization site under the Supportive Housing Services Master Agreement with the County since 2021, initially through Housing for Health, a predecessor program to HSH.

Two additional work orders, previously administered by the Los Angeles Homeless Services Authority (LAHSA) using County funding, have also been terminated by HSH. Those included work orders for Winter Shelter services and Time-Limited Subsidy Intensive Case Management Services (TLS ICMS).

HSH is coordinating the transition of services and working to minimize disruption for individuals currently receiving care through the affected programs.

“HSH has zero tolerance for fraud or the misuse of public funds intended to help people experiencing homelessness,” Mahin added. “Our responsibility is not only to invest these resources effectively, but to safeguard them through strong monitoring, accountability and corrective action when necessary.”

HSH will continue enhanced monitoring of contracted service providers and strengthening its contract oversight practices to protect public resources, promote accountability and ensure that County-funded services meet established fiscal, administrative and programmatic requirements.
