LA County Public Works Announces Proactive Road Closures and Urges Residents to Prepare Ahead of Upcoming Storm

LOS ANGELES (Dec. 23, 2025) — Los Angeles County Public Works strongly advises residents and motorists to prepare ahead of a strong storm system forecasted to reach Los Angeles County beginning Tuesday night, bringing moderate to heavy rainfall, elevated flash flood risk, and dangerous road conditions.

The National Weather Service forecasts moderate to heavy rain from Tuesday night through Saturday, with the most intense rainfall expected overnight Tuesday into Wednesday. Rainfall totals are forecast to reach 4-8 inches in coastal and valley areas and 6-12 inches in foothill and mountain areas. These conditions significantly increase the risk of flash flooding, fast moving water, and mud and debris flows in fire-impacted communities.

LA County Road Closures

To protect public safety, LA County Public Works will implement the following road closures beginning Tuesday evening:

  • Malibu Canyon Road Soft closure (emergency vehicles only) between Francisco Ranch Road/Adamson Flats Road and just south of Piuma Road, beginning 8 p.m. Tuesday, Dec. 23.
  • Tuna Canyon Road Hard closure between approximately 2870 Tuna Canyon Road (Gate) and Pacific Coast Highway, beginning 8 p.m. Tuesday, Dec. 23.
  • Chantry Flat Road Soft closure (emergency vehicles only) between 1209 Arno Drive to Chantry Flat Recreation Area, beginning 5 p.m. Tuesday, Dec. 23.
  • Glendora Mountain Road hard closure between North of Big Dalton Canyon Road to East Fork Road, beginning 12 p.m. Tuesday, Dec. 23.

These closures will remain in effect until rainfall subsides, and crews can safely clear debris and restore roadway conditions for public use. For updates on road closures please visit pw.lacounty.gov/roadclosures.

Caltrans Road Closures

Motorists should also be aware of the following state highway closure due to storm impacts and recovery work:

  • Topanga Canyon Boulevard/State Route 27 Fully closed between Pacific Coast Highway and Grand View Drive beginning 9 p.m. Tuesday, Dec. 23. The roadway is expected to remain closed at least through Friday, with conditions reassessed daily.
  • Pacific Coast Highway (State Route 1) is expected to remain open, with crews actively monitoring areas most susceptible to debris flows.

Motorists are urged to plan ahead, use alternate routes, and avoid travel during periods of heavy rain—particularly through burn scar areas. Drivers should heed all posted signage and instructions from public safety personnel.

Sandbags and Resident Resources

Residents in fire-impacted and flood-prone areas are encouraged to take protective measures, including the use of sandbags, available at the following locations:

  • Altadena: 252 Mountain View St. (Public Works Fleet Maintenance Yard)
  • Malibu: 23519 W. Civic Center Way (Malibu Library parking lot)
