L.A. County Celebrates Departments, Community Partners for Public Service Programs

“Resilient Today, Tomorrow, Together” Recognizes Over $147 Million In Savings and Benefits to Los Angeles County 

LOS ANGELES – The Los Angeles County Quality and Productivity Commission honored several departmental project teams today for their work in demonstrating excellence, efficiency, effectiveness, and inclusion in County government at the 38th Annual Productivity and Quality Awards Ceremony.  

Among the 107 projects from 35 participating departments, three projects were awarded top honors as Gold, Silver, and Bronze Eagle recipients. The Gold Eagle was awarded to State-of-the-Art Ballot Processing Center, a project that created to establish an innovative, secure, and consolidated hub for election operations. JCOD Los Angeles County Training Center (LACTC) took the Silver Eagle award, which established a program to create career pipelines for justice-involved individuals and former foster youth in high-demand fields in an effort to reduce recidivism and strengthen communities. The Bronze Eagle was awarded to the Department of Health Services’ Safety Matters: Decreasing Staff Assaults, which was created to address workplace violence through staff training, the launch of a patient violence risk assessment tool, and available employee-centered services, leading to a 67% reduction in reported assaults within one year. 

“Despite challenges from the federal government to pull back funding and the budget pressures we face locally, our departments continue to lead with creativity and dedication,” said Hilda L. Solis, Los Angeles County Chair Pro Tem and First District Supervisor. “The projects honored today are proof that innovation and determination thrives even in difficult times. I’m proud to stand with our County workforce as they work hard to serve our residents and build a stronger, more inclusive Los Angeles County.” 

“The County serves as the provider of last resort for millions of residents—we could not do this work without our dedicated teams. In these unprecedented times, our departments remain committed to developing and implementing solutions that expand meaningful access to services and programs and help save lives. Congratulations to all the project teams for their innovative work in serving our residents,” said Second District Supervisor Holly J. Mitchell. 

“Our Los Angeles County workforce continues to raise the bar on what it means to serve with purpose and creativity,” said Third District Supervisor Lindsey P. Horvath. “This year’s award-winning projects show how innovation and collaboration can make a real difference for residents across Los Angeles County. From enhancing public health to expanding access to vital community services, these efforts are delivering tangible results that improve lives. I proudly join in celebrating the teams whose leadership and dedication make Los Angeles County stronger, more resilient, and more connected.” 

“LA County’s employees are our greatest asset, and these projects put the extraordinary innovation, care, and commitment that they bring to their work every day on full display,” said Fourth District Supervisor Janice Hahn. “These are just a few of the many examples of County employees rolling up their sleeves and getting the work done to keep LA County running. Congratulations to today’s winners.” 

Master of Ceremonies and NBC 4 News Reporter Lolita Lopez announced the award recipients for the Commission’s “Top Ten” and Commission Special Awards. She stated that the projects resulted in a cumulative financial savings and benefits to the County of over $147 million. 

“Our 2025 theme, ‘Resilient Today, Tomorrow, Together’ acknowledges the ongoing creativity and persistence of the County leadership and workforce in a time of unprecedented challenge and change,” said William B. Parent, Chair Commissioner for the Quality and Productivity Commission. “I congratulate all the winners at this year’s Ceremony – it is through their determination and resilience that we meet our challenge and create a better future.”

“The Commission is proud to recognize the outstanding work of departments and employees throughout the County,” said Jackie Guevarra, Executive Director for the Quality and Productivity Commission. “We congratulate the project teams’ commitment to public service and helping the most vulnerable populations and communities in the County.”

The 2025 Los Angeles County Productivity and Quality Awards Gold Eagle went to the project team “State-of-the-Art Ballot Processing Center.” Recipients included the Los Angeles County Registrar-Recorder/County Clerk with the Chief Executive Office, Internal Services Department, the Department of Public Works, and the Sheriff’s Department.
