County of Los Angeles Celebrates the Grand Opening of Innovative Skid Row Care Campus to Fill Housing and Services Gap
LOS ANGELES (August 14, 2025) – Los Angeles County and City officials, community organizations and neighborhood residents gathered Thursday to celebrate the opening of the Skid Row Care Campus, a welcoming and safe space for services, connection and community. Following speeches and campus tours, the Skid Row community came together for a lively celebration and service fair.
The campus, located at 442 S. Crocker Street in Los Angeles, offers a place for Skid Row residents to access hygiene care, case management, health care, harm reduction supplies and more. The campus comes out of the Skid Row Action Plan, a community planning initiative that expands access to interim and permanent housing, health care, harm reduction and other supportive services. The plan, developed by Skid Row community members and public, private, and non-profit organizations, seeks to address systemic racism and disinvestment in Skid Row by supporting a culturally vibrant and thriving community.
“The Skid Row Care Campus is a powerful example of what’s possible when we truly listen to people and invest in dignity, healing, and meeting individuals where they are,” said Hilda Solis, Los Angeles County Chair Pro Tem and First District Supervisor. “It delivers on the core goals set by the Skid Row Action Plan, an initiative I’ve proudly championed in close partnership with residents and local stakeholders. This campus centers trauma-informed care, harm reduction, access to healthcare, and real pathways to permanent housing. This is more than a service hub— it’s a clear statement that every life in Skid Row matters, and that everyone deserves safety, health, and hope.”
The Skid Row Care Campus, run by community organizations and staffed by people from the Skid Row neighborhood, began providing services in April 2025. The campus reflects what Skid Row residents have highlighted as the greatest needs in the community. The goals are to improve the health and wellbeing of Skid Row community members and create pathways out of homelessness.
“This all-new campus is the result of deep collaboration—not only across County departments, but also with trusted community organizations and the residents of Skid Row themselves,” Dr. Christina Ghaly, director of the Los Angeles County Department of Health Services. “By working together, we’ve created a space that integrates health, healing, and housing in a way that reflects the real needs and hopes of the community.”
The campus includes:
- A Safe Services Space featuring a park-like setting with onsite recreation areas, a garden, a pet area, showers, laundry, and wellness activities.
- Case management and service booths with rotating resources from Los Angeles County and nonprofit agencies.
- A Harm Reduction Health Hub, offering health care, respite beds for people who need medical observation, a drop-in center, harm reduction supplies, a methadone clinic (Opioid Treatment Program).
- An Enriched Residential Care facility, providing housing and care for people who need assistance with basic activities such as preparing meals, dressing and bathing. Also known as a licensed Residential Care Facility for the Elderly, the facility has 48 beds.
“This campus is part of a strategy to bring resources directly to the people who need them most,” said Los Angeles City Councilmember Ysabel Jurado. “It shows our commitment to treating homelessness not just as a housing issue, but as a public health crisis that demands coordinated, compassionate, and sustained action.”
The campus is a collaborative effort among Los Angeles County Departments of Health Services, Mental Health and Public Health, as well as City of L.A. officials, community organizations and Skid Row residents. The community organizations running the campus and services are Homeless Health Care Los Angeles, Social Model Recovery Systems and Wesley Health Centers. The project is funded in part by L.A. Care Health Plan and Health Net and will benefit low-income and uninsured residents of Los Angeles County.
“L.A. Care Health Plan is committed to advancing health equity and providing access to quality care to all Angelenos, including those individuals experiencing housing instability,” said Martha Santana-Chin, CEO of L.A. Care Plan. Through the Skid Row Collaborative, which integrates clinical care with the Skid Row Care Campus services, Santana-Chin said, “L.A. Care is working hand in hand with the County of Los Angeles, community clinics, other community-based organizations, and Health Net to make sure that every member of this community – no matter their housing status – has access to an array of health care options as well as other types of services and support networks to live stably and thrive.”
Dorothy Seleski, Medi-Cal president at Health Net, said, “Health Net is proud to be part of this groundbreaking initiative that brings critical resources directly to the heart of Skid Row. By combining health care, housing, and community support, the Skid Row Care Campus exemplifies what it means to address homelessness as a public health priority. Together, we are creating pathways to wellness and stability for those who need it most.”
