Performance Counts! Framework

Performance Counts! (PC!) is Los Angeles County’s common system for presenting and reporting performance measurement data and information in a consistent format. PC! is designed to answer these basic questions about the County’s programs and services:

  • What results did we achieve?
  • How well did we achieve those results?
  • How efficient were we in achieving our intended results?
  • How well did the process work to achieve the results?
  • What are we doing well?
  • What can we improve?

Since the FY 2004/05 Proposed Budget, departmental budget submissions include Program Descriptions, Program Results Statements, Program Indicators, and Operational Measures.

Program Description – This is a brief, yet comprehensive description of the main services, interventions and expected outcomes from a program, service or intervention.

Should include:

  • Program name
  • Population served
  • Type of intervention/by whom
  • Expected outcome(s)

Program Result - This is a statement of the tangible intended result(s) from a program, service or intervention provided to a specific population. This statement answers the question, “What change in condition should occur from the services or intervention provided?”

Should include:

  • The specific clients served
  • A statement of the tangible change that should result from the program, service or intervention

Program Indicator - This is a measure that generates data that can be used to quantify the achievement of a Program Result. A Program Indicator answers the questions, “What did we achieve? What are we doing well? What can we improve?”

Should include:

  • A quantifiable element
  • An indicator of service/program quality
  • A statement of the progress being measured toward achieving a program result or outcome

Operational Measure – A measure of how efficient a program, agency or service system is working. Operational Measures should be directly connected to the Program Indicators, should provide the context for each Program Indicator and answers the questions, “How efficient were we in achieving our intended results? How well did the process work to achieve those results?”

Should include:

  • A quantifiable element
  • Efficiency
  • Input/output
  • Cost
  • Time commitment/workload
  • Process/procedure
  • Cycle time
