Background

Performance Counts! was initially piloted with four County departments under the guidance of the Guiding Coalition, from January through June 2003. A major milestone was reached with the 2004 Proposed Budget. It marked the first time that the Performance Counts! performance measurement reporting framework was reflected for all County departments.

Since then, the County continues to make strides in presenting financial information and programmatic results in a way that will allow the County to define the results achieved for the resources invested. During fiscal 2005-06, the CEO and Auditor-Controller worked with several departments to develop a methodology and approach to integrate Performance Counts! program reporting with the roll-out of the new eCAPS financial system. Over the next two budget years, the CEO and Auditor-Controller worked with all County departments to align each department’s Performance Counts! and budget programs. On an ongoing basis, County departments will continue to refine their results, indicators and operational measures to better measure and improve their services.
